You can change the language in Fallout 4 from Russian to English very easily.
To do this, you have to download the EN_Strings file from the link below:
Once the file is downloaded, you will need to extract the file. Now you have to copy the extracted file and go to the game directory. Here you have to open the Data folder and paste the extracted file there. Then remove the EN from the folder name.
You will find the Video folder there, remove the RN from the file names and replace them with EN. Just ensure that you put EN in capital letters. And rename ru to en in small letters in the intro_ru file name.
Now you will need to come back to the directory and open the Fallout 4 default file. Rename the sLanguage-RU to EN and save the file.
Now come up to the steam_api and rename the Language – RUSSIAN to EN. Then you will need to save the file.
Now repeat it with steam_emu.
After that, go to Documents->My Games->Fallout. Open the Fallout.ini file, rename the sLanguage-RU to EN and save the file.
After you completed the above steps, you have to open your game. Here you will find that the language has been changed to English.

If you want to have English voice but the text should be in another language you have to do the following steps.
1. Download the English language
2. Copy the "voices.bsa" in another folder
3. Download the language you want as example German
4. There is now a new voices file in the folder for German as example it is called "voices_de.bsa" you need to delete this (or copy it somewhere else).
5. Copy the "voices.bsa" back in the folder and rename it to the one you deleted.
You now have English voice and as mentioned in the example above German texts (subtitles and so on).
